London Sport Launch the ‘London Fit for The Future’ Framework & System Review Tool

Setting The Context

Physical inactivity is estimated to contribute to 1 in 6 deaths in the UK, and people with a long-term health condition or disability are twice as likely to be inactive as those without. Recent London Sport analysis of the latest Active Lives data revealed that in 15 of London’s 32 boroughs, adult activity levels fall below the national average, leaving tens of thousands of residents at increased risk of poor health and reduced wellbeing.

Project Overview

In July 2025, the Government published its ‘Fit for the Future: 10 Year Health Plan’ for England, which sets out a long-term vision for a more prevention-focused, person-centred, and data-driven NHS. Physical activity is a key part of that vision, and London Sport, in collaboration with NHS England, is calling for collective action to operationalise that ambition in London.

The London Fit for the Future Framework brings together current thinking on how physical activity can be routinely embedded across health and care in London – as an integral part of prevention, treatment, and recovery, rather than a standalone initiative.

The framework was developed through a co-design process with partners across London’s health, care, physical activity, voluntary, academic, and technology sectors. This included two co-development workshops in July and October, which convened NHS colleagues, local authority public health and leisure teams, and wider system partners. The initiative, based on NHS England’s ‘Four Ways Forward’, incorporated learning from ‘Moving Together’, a national project funded by Sport England through the Active Partnerships National Organisation, focusing on physical activity for health pathways. There was strong consensus that a cultural shift is needed –moving physical activity from the margins to a core part of health and care.

This process led to the identification of seven system-wide components that form the basis of the framework.

The System Review Tool enables London boroughs to assess how the Framework’s components are currently implemented locally. It is not a performance assessment; instead, it provides insight into what is working well, where gaps exist, and where future development could have the greatest impact.

The tool is designed to be completed collaboratively. At the end of 2025, we invited colleagues in the following roles to complete the tool on behalf of their boroughs:

  • Directors of Public Health
  • Chairs of Health and Wellbeing Boards
  • Heads of Leisure

We will be hosting a launch event Tuesday 10th March, with the aim of:

  1. Sharing insights from the ‘London Fit for the Future’ Framework and system review conducted by London boroughs – including trends, learnings, and key takeaways.
  2. Hearing from boroughs/localities about their experience of working on framework components and plans to progress opportunities identified through the process.
  3. Co-developing support priorities – exploring guidance, tools, or resources from us and our partners that would be most helpful to continue advancing through the framework levels.
